reason is that certain trade-marks originally British have been adopted, and are being used by the subjects of other nations elsewhere than in China, more particularly by Dutch and American firms, who might, with some show of reason, try to register these trade-marks, and to secure the exclusive right to use them in China, to the injury of the original owners.
It is with every desire to see a well-equipped and efficient registry office established in China that this Committee submit these remarks for your consideration. The mode of applying to register should be simplified, the cost of registration reduced to about the home level, the defects in the Regulations remedied, and a classification of goods published before the Office is authorized to accept applications to register any trade-mark.
The Regulations should be drawn up in some foreign language as well as in Chinese, and for all purposes the foreign version should be considered as the official text.
